Obituaries Page 6b Monday, November 12, 2001 The Sun Bishop Thomas Mannin; Russell Elzie Lowman, 52, land surveyor since 1950; taught surveying courses Paterson, N.J., in 1942. He was ordained a priest in 1948. He went to Bolivia in 1957 with seven other Franciscans of the Holy Name Province to establish a mission at La Paz. Two years later, he was consecrated bishop of Coroico. He resigned as bishop in 1996 because of health problems.

A Mass of Christian burial will be offered at 4 p.m. tomorrow at St. Anthony Roman Catholic Church, 63 Bartholdi in Butler, N.J. He is survived by four sisters, Margaret Renehan of Baltimore; Ann Cashen and Elizabeth Heinmuller, both of Jacksonville, and Sister Catherine Manning of the School Sisters of Notre Dame in Baltimore. A brother, James Manning, died in 1968.

Marilyn Wilson Obrecht, 71, community volunteer Marilyn Wilson Obrecht of Lutherville, a longtime community 1 He said Mrs. Obrecht made the family home a gathering place for all significant occasions in her children's lives, and enjoyed planning and overseeing the festivities. "Everything she did, she did with elegance and grace," said Peggy Obrecht of Roland Park, a sister-in-law. "She was so very tuned in to children." An avid gardener, she served as president of Lake Roland Garden Club. She also was an enthusiastic golfer who enjoyed playing on courses wherever she traveled.

She was a member of the Women's Golf Association. She held memberships at Baltimore Country Club, Green Spring Valley Hunt Club and Indian Creek Country Club in Indian Creek Village, Fla. "She didn't like competition, but she loved golf," said Brooke Wagner of Owings Mills, a friend. A Baltimore native, she grew up in Green Spring Valley, where she raised dogs, cats and chickens, and became an accomplished horseback rider. She graduated from Garrison Forest School and was married a year later.

She learned to speak Spanish in her 60s, taking classes while she and her husband spent winters in Florida. Services will be held at 11 a.m. Wednesday at St. Thomas' Episcopal Church, 232 St. Thomas Lane in Garrison, where, 50 years earlier, she sang in the choir.

In addition to her husband, she is survived by four sons, Paul F. Obrecht George F. Obrecht, Thomas F. Obrecht and Richard F. Obrecht, all of Baltimore; a daughter, Susan O.

Riehl of Baltimore; a brother, Charles A. Wilson of St. Michaels; a sister, Lois Wells of Timonium; 13 grandchildren; and one great-grandchild. Elsewhere Marguerite Thompson-Webb, 86, a civil rights activist who helped open a store to serve blacks during a 1960s boycott of white-owned businesses, died of natural causes Wednesday in Port Gibson, Miss.

Ms. Thompson-Webb was president of Port Gibson's Our Mart when it opened in 1967, when a boycott of white-owned businesses had been in effect for a year. In 1969, the white business owners sued the NAACP and boycott participants. The Mississippi Supreme Court ruled they were liable for damages the white-owned businesses suffered from 1967 to 1972, but the U.S. Supreme Court overruled the decision in 1982.

Warren Elliott Henry, 92, a scientist who in a long career in government and academia made significant contributions to the fields of radar technology, physical properties of materials and physics education, died Oct. 31 in Washington. volunteer, died Friday of myelofibrosis, a blood disorder, at Johns Hopkins Hospital. She was 71. She was a longtime volunteer at Greater Baltimore Medi cal Center.

He was 72 and had lived for 30 years in Annapolis. Born near the Baltimore-Anne Arundel County line, he attended Southern High School before enlisting and serving in the Navy for two years at the close of World War II. He returned to Baltimore and earned his high school diploma at Southern in 1949. He later took Jcpurses at the Johns Hopkins University. After his high school graduation, Mr.

Lowman worked for the State Roads Commission as a Stake boy and worked his way up from linesman to party chief. For the past 10 years, he was vice president at John E. Harms Jr. and Associates Inc. of Pasadena, where his brother, Edward L.

Lowman of Hverna Park, is president. He worked until April, when his illness became too severe. A surveyor since 1950, Mr. Lowman was named Maryland Surveyor of the Year in 1998. Mr.

Lowman taught surveying courses for the Engineering Society of Baltimore and the Maryland jSkjciety of Surveyors. He also taught at community colleges in 'Anne Arundel, Frederick, Balti-mpre and Charles counties. "Mr. Lowman served on the state Board of Registration for Professional Land Surveyors and was a member of the National and the Maryland Society of Surveyors, the Maryland Association of Engineers and the American Arbitration Association. He was also a fellow of the American Congress of Surveying and Mapping.

In 1994, he was inducted as a life member of the American Society of Engineers. '-He lectured to lawyers throughout the state on surveying law, his brother said, and was an expert witness in many court cases. 2001 Edmondson Avenue west of beltway on Monday from 79, missionary to Bolivia Bishop Thomas R. Manning, a Baltimore-born Franciscan priest and retired missionary, died Friday of hemorrhaging at Good Samaritan Hospital in Suffern, N.Y. He was 79. Bishop Manning was a longtime missionary in Bolivia, where he built a flourishing diocese in Co-roico. He started a seminary for native clergy and went on to see one of his priests become his successor as bishop of the Coroico diocese.

"He had a great love for the Bolivian people and for the church," said the Rev. Denis Clark, director of the Franciscan Mission Office for the Holy Name Province, and a close friend who will deliver the eulogy for Bishop Manning. He said Bishop Manning spoke fluent Spanish and two indigenous local dialects. Bishop Manning was known locally by many priests, some of whom met him through his visits to family, his work with a Massachusetts diocese and fund raising for the Coroico diocese. "He had a golden humility," said the Rev.

Michael Roach, pastor of St. Bartholomew's Roman Catholic Church, who said Bishop Manning's strength lay not in being an outsider trying to control native Bolivians, but in teaching local people to take leadership roles in the church. The Baltimore native was the son of Robert P. and Mary P. Manning.

He graduated from Mount St. Joseph High School and was received into the Franciscan order at Arthur L. Berg had met his wife in a labor camp in Siberia during World War II. Arthur L. Berg, 76, operated, owned groceries By Andrea F.

Sieqel" SUN STAFF Arthur L. Berg, a World War II refugee who owned and operated food stores in Baltimore, died Saturday of lymphoma at Johns Hopkins Hospital. He was five days shy of his 77th birthday. His best-known store was Andy's Frank's, a Timonium grocery that he bought in 1970 with his wife, Sylvia, and operated until his retirement in 1986. The store specialized in custom-cut meats and personal service, with Mr.

Berg selecting produce at the wholesale market in Jessup before dawn. Local sports figures and celebrities were among the store's clientele. "The reason we were successful was that we catered to people, whatever they wanted we had for them," said Mrs. Berg. In the late 1950s, the Bergs owned a small grocery in Hamilton, and another inthel960sinOverlea.

Mr. Berg was born in Tomas-zow-Lubelski, Poland, the only child of Leon and Rose Berger-baum. His high school education ended abruptly when Hitler's armies invaded in 1939. His father was killed in Belzec, a Nazi death camp. Mr.

Berg and his mother were sent by the Soviets to a labor camp in Siberia. In the labor camp, he met Sylvia Hochman, who came from the same town he did. After liberation from the camp in 1945, he, his mother and Miss Hochman went to a transit camp in Austria. He worked for the American Joint Distribution Committee, the refugee assistance organization. He married Sylvia Hochman in 1946, and came to the United States with his bride and mother in 1950, soon settling in Baltimore.

He was a member of Beth Tflloh Congregation. Mr. Berg enjoyed traveling to Israel. He recently visited Poland and brought back ashes from the death camp where his father died, to be buried with him. A memorial service will be held at 2 p.m.

He had a black belt in karate and had been a karate instructor. Services will be held at 11 a.m. tomorrow at Calvary United Methodist Church, 301 Rowe Blvd. in Annapolis, with burial at Loudon Park Cemetery in Baltimore. In addition to his brother, he is survived by his wife, M.

Patricia Mitchell-Lowman, and by numerous nieces, nephews and cousins. A daughter, Michele Annette Lowman, died in 1989. Mr. Azrael also served on the Board of Municipal Zoning and Appeals of Baltimore City from 1947 to 1962, and was a member of the Democratic State Central Committee for the 4th District from 1944 to 1956. A founding member of Bonnie View County Club in 1952, Mr. Azrael enjoyed playing bridge and golf.

Until seven years ago, his son said, he was a member of what was believed to be the area's oldest standing golf foursome they ranged in age from 82 to the upper 90s. He was a founding director of the Children's Cancer Fund, and the Edward and Harriet Azrael Scholarship Fund to help University of Baltimore law students. He was a member for 62 years of Chizuk Amuno Congregation in Stevenson. Mr. Azrael married Harriet Glasser on Nov.

He went on ta a legal career that spanned jnore than 70 years and included service as a state senator and a member of the city zoning board. Mr. Azrael, 94, a longtime Northwest Baltimore resident, died Saturday of pneumonia at Levindale Hebrew Geriatric Center Hospital in Baltimore. He practiced in the Towson law firm of Azrael, Gann Franz with a son and a grandson until August, when he was incapacitated after being injured in a fall, said son Jonathan Azrael of Tow-son, a member of the firm. Born in Philadelphia, Mr.

Azrael came to Baltimore as a boy and graduated from City College. He earned his law degree in 1929, a member of the second class at the school, where he paid a bursar his $5 at the door. He was admitted to the bar in 1930. His legal practice focused on real estate and zoning, estate planning and business law. He founded Azrael, Gann Franz In the mid-1980s.

"He was really one of the oldest practicing lawyers in Baltimore when he died," said Jonathan Azrael Edward Azrael was a member of the state Senate from 1968 to 1970.
