Regan has tallied 50 points on 22 goals and 28 assists to lead all scorers in the M.S.A. and the Frivate League. Annapolis' Bruce Borcz still is the area leader with 56 points. Paul's with ED MYERS Top independent goal-maker i- hi reasons lor tne system steady improvement in track. From a school unit that recently showed a distinct disinterest in track and field, Baltimore county suddenly has become one of the most track-conscious systems in the country. "We've come a long way in a short time," Martin admitted before the start of Friday's championship meet at Overlea. "I don't know of any unit in the country that has finer facilities than we have in Baltimore county. Eventually, every high school in the county will have all-weather, hard surface tracks and runways." Martin Enthused Martin, who permitted and be- came enthused over the county's participation in indoor track four years ago, also explained tnat many of the junior high schools By ALAN GOLDSTEIN The artistry of Ralph Dupas is as unappreciated today as a juggler working with six balls or an artist whose canvas doesn't look as if it's been trampled over by a herd of elephants.

The swarthy, curly-haired boxer who meets Denny Moyer at the Civic Center, June 17, is the last of a dying breed of gladiators who still believes that fighting is the manly art of self-defense instead of a battle of survival between two heavy-fisted oafs. He can throw a hook off three quick jabs faster than Houdini could escape from a trunk and his footwork bedazzles most of his ring rivals like Fred Astaire charming Ginger Rogers. Synthetic Champ But the Fancy Dan in the ring has become almost as extinct as the dinosaur and the dodo bird. It is somewhat ironical that after thirteen years of fighting, the 27-year-old product of New Orleans's French Quarter became the champion of a synthetic class that isn't even recognized by Ring Magazine, the boxing bible. With ring talent spread thinner than chicken in the soup at the Old Mission House, the World Boxing Association instituted the junior middleweight crown in an attempt to stimulate the dying business.

Started At 14 The crown isn't worth much in dollars and cents compared to the middleweight and heavyweight titles, but you can't put a high enough price on it for Dupas who began fighting professionally at a when most boys his age were worrying about the pimples on their faces. Ralph was a barefoot boy with cheek of tan who wandered into a gym at the age of 14 and never found the exit. His natural gift for fighting was quickly spotted by Whitey Esneault who had earlier developed Bernie Ducosen into a title contender. When he was 17 and still in high school, Dupas already had 50 fights to his credit and was one of the top-ranked lightweights. After cleaning up all of the local hotshots, "The Waltz King" was considered good enough to tackle the No.

1 ranked lightweight contender Johnny Gonsalves. When the local hero walked off with a lopsided decision, there was celebrating in the streets of New Orleans reminiscent of Mardi Gras time. But Dupas's rare boxing talents weren't appreciated outside the borders of Louisiana. His first I two appearances in New York resulted in losses to Frankie Ryff and Ludwig Lightburn. After a particularly disturbing decision, Dupas cornered one of the judges he had failed to im press.

"He didn't hit me all night," said the dejected fighter. "I know," the judge replied, "but he was trying awfully hard." Following an unsuccessful bid for Joe Brown's lightweight crown in 1958, Dupas stepped up to the welterweight class and was soon beating the likes of Vince Martinez, Caspar Ortega, Joe Miceli and Gil Turner. After hard punching Charley Scott lost for the third time to the New Orleans will o' the wisp, his manager inquired: "Why didn't you hit him?" And Scott dryly replied, "Dad, are you sure he was in there?" Dupas, however, was experi This fans and figure filberts went to.nw have goou runways lor eau- yp'cational purposes. "We don't have tracks at these gressive style and won a unanimous, if unpopular decision in Los Angeles. "If the fight had been in Europe, I know I would have won," Dupas said bitterly.

"How do you score a fight?" he asked the reporters who had expected to do the questioning. "I'm a boxer, no slugger. Boxing is the name of the game, but it doesn't seem to mean a thing." Money A Problem Although he has fought over 10 battles, Dupas hasn't been able to gain financial security. Like most fighters who knew little of the niceties of life when he was young, he has squandered his money like Scrooge on Christmas Day. In 1961, Dupas filed for bankruptcy, claiming he owed his creditors more than $12,000 He listed among his assets a $3,000 cabin cruiser and a $244 set of encyclopedias, on which there was still $141 due.

But now most of the old bitterness and frustration is gone. Dupas is champion of a class nobody cares about. But to Ralph it means everything. It's the end of a long, long dream.
