Work Of Decorating Hall Bal Des Arts Begun Setting For Charcoal Club Entertainment To Represent Aztec Temple. Decoration of Lehmann Hall for the Bal des Arts, to be held Friday night under auspices of the Charcoal Club, began yesterday under supervision of Dr. Louis Fentnor, designed the scenic effects: R. McGill Mackall, director of the club's faculty, and J. Edgar Stauffer, sculptor.

The setting will be after the design of an ancient Aztec temple, photographs of which were taken by Dr. Fentnor when he accompanied an expedition into Mexico some years ago in search of motifs for architectural design. The walls will be lined with brilliantly painted canvases as' reliefs to statuettes of minor Aztec gods. A sculptored head of a prehistoric Aztec idol and its background, a replica of a plaque found by Dr. Fentnor, will be the pivot of the decorations, covering the entire opening of the stage.

The orchestra will sit in the idol's mouth. William H. Chaffe, chairman of the ball, yesterday said more than 1,000 invitations had been issued. Many acceptances have been received from New York, Philadelphia and Washington, he said. The Board of Zoning Appeals sent a letter to the City Council last night disapproving a revised orcinance granting the Varsity Underwear Company a permit to convert the building at 2409-2411 Eastern avenue into an automobile show and assembly room. The building is within 300 feet of the public school at Montford and Eastern avenues. "Baltimore has been singularly fortunate in not having been visited by catastrophes resulting in panics and great loss of life and injury to the people congregated in large numbers in the buildings affected, and we feel that special protection should be afforded little children and those incapacitated by illness or injury. Therefore, it is the recommendation of board that your honorable body disapprove the ordinance referred to us." Frank G. Dotterweich, First district, who introduced the ordinance, had it continued on its second reading. He said he would confer with the School Board and ascertain its wishes in the before the next meeting of the Council. Applestein at the hearing, said the building was "well under way," and that passage of the repealing ordinance "would wipe out Mr. Applestein's investment." Mayor Suspended Permit. The ordinance granting the permit was introduced in the Council last fall after the Board of Zoning Appeals had refused to grant the permit. Because of against building, Mayor, protests, suspended the permit after he had signed the ordinance granting it. The work was resumed, however, after Charles C.
