encouraged to bid. 265 Legal Notices MARYLAND DEPARTMENT OF THE ENVIRONMENT AIR RADIATION MANAGEMENT ADMINISTRATION NOTICE OF PUBLIC HEARING The MD Dept. of the Environment gives notice of a public hearing concerning the following proposed air qualityregulations: New Regulations 0 1 under a newchapter, COMAR 26.11.33 Architectural Coatings. These regulations are intended to reduce volatile organic compound (VOC) emissions from architectural and industrial maintenance (AIM) coating products used in Maryland in order to address shortfalls in achieving the one- hour ozone standard by 2005. Architectural coatings a re a significant source of VOCs, which are a key contributor to the formation ofground-level ozone.

Ozone can trigger a variety of health problems including aggravated asthma, reduced lungca- pacity, and increasedsus- ceptibility to respiratory illnesses such as pneumonia and bronchitis. Repeated exposureto ozone pollution for several months maycause permanent lung damage. It has been estimated that these regulations will reduce VOCs in the Baltimore and Washington Nonattainment Areas by approximately 8tons and 6 tons per day respectively, beginning in January 2005. The 1990 Baltimore and Washington inventory ofemis- sions from such products was estimated at 27 tons and 31 tons of VOC per day respectively. The proposed rule sets specific VOC contentlim- its (in for 46 AIM coating categories.

It requires compliance with the limits by January 1, 2005. While some product manufacturers may need to reformulate in order to comply with the VOC limits, the Ozone Transport Commission model rule upon which this proposed rule is based, was developed at a level where a significant number ofcomply- ing coatings already exist in the marketplace. The full text of this proposed action will appear in the Maryland Register on December 26, 2003. This action will be submitted to the U.S. Environmental Protection Agency (EPA) as revisions to Maryland a State Implementation Plan (SIP).

A public hearing on the proposed action will be held on January 28, 2004 at 10:00 a.m. at 1800 Washington Boulevard, 1st Floor Aqua Conference Room, Baltimore MD 21230. Interested persons are invited to attend and express their views. Written comments maybe mailed to Deborah Rabin, Regulations Coordinator, Air RadiationManage- ment Administration, Department of the Environment, 1800 Washington Boulevard, Baltimore MD 21230.
