Registers Huge Slock Issue Washington, Aug. 22 (JP) The American Telephone and Telegraph Company today registered with the Securities and Exchange Commission its forthcoming 5.800,000-share, $530,000,000 common stock issue. The stock will be offered to shareholders of record September 14 at $100 a share at the rate of one new share for each ten shares held.

The prospectus filed with the SEC said the funds will be used for expansion and improvements of the A.T.& T. system. The company plans to spend about $2,000,000,000 this year on expansion and improvements and an equal sum in 1957. The new A.T.&T. issue is the second largest common stock financing ever registered with the SEC.

The largest was a Ford Motor Company issue last year which raised $657,000,000. The third largest, also last year, was a 4.380,000-share General Motors Corporation issue which raised Competition Hampers Textile Plants In Ga. Atlanta, Aug. 22 (VP) "Japanese competition has not yet closed any textile plants in Georgia but it has certainly created that pos sibility" an industry representa tive said today. Frank Carter, representing the Cotton Manufacturers' Associa tion of Georgia, told a commission studying the impact of foreign competition that this competition has "practically wrecked the price structures of the United Slates textile market." Ernest Vandiver was elected chairman of the commission as it held its organizational meeting and first public hearing.
