He is survived by his wife of 33 years, the former Martha Carle; two daughters, Theresa L. Hall of Dun-dalk and Sandra A. Norman of Bowleys Quarters; a son, David C.

Griggs of Bowleys Quarters; a sister, Sharon Laffoon of Carney; and four grandchildren. Services for Mr. Griggs were held yesterday at the Duda-Ruck Funeral Home. with Special Forces, he made three combat jumps during the Korean War and was captured after the last. He was returned, after 18 months' imprisonment, to the United States in a 1952 prisoner exchange.

His decorations Included the Silver Star, the Bronze Star and three Purple Hearts. He worked briefly at the Sparrows Point shipyard of the Bethlehem Steel then for nine years for the Prudential Insurance Co. before starting with Metropolitan. worked for the Metropolitan Life Insurance Co. since 1968 and was never ranked less than 10th in sales volume among Its agents.

In 1989, he had the company's top sales record in pensions and annuities. Named to the company's hall of fame In 1987, he had also been a member for 20 straight years of its President's Conference. Born in Baltimore, he was educated at Patterson Park High School. He served in the Army for nine years in the 1950s. A graduate of Ohio University in Athens, Ohio, where he was elected to a business honor society, he served in the Navy in the late 1950s. He had been president of the Lions Club in Gary and a member of the Severna Park United Methodist Church and the Severna Park Optimist Club. He is survived by his wife, the former Beverly King: two sons, Thomas and Jay Kinnane, both of Crofton; a daughter, Karen Pascoe of Elllcott City; his mother, Irene Kinnane of Columbus, a sister.

Sheila Cole of Greenwood, and a granddaughter. Frank Benjamin Hurt Political science professor Frank Benjamin Hurt, a Western Maryland College teacher for 35 years, died Feb. 16 of cancer at his birthplace in Ferrum, Va. He was 92. Called "Pappy" by his students, Mr.

Hurt began his academic career with Western Maryland College In 1930 as an assistant professor of history and political science. He was named associate professor of history and political science in 1948 and political science department chair a year later. Mr. Hurt considered participation in the American Political Science Association's world-tour seminar in 1963 as a highlight In his career. During this seminar, he and other participants met international political figures such as Chiang Kai-shek, Jawaharlal Nehru, Gamal Abdel Nasser and Marshall Tito.

For 31 years, Mr. Hurt coached Western Maryland's tennis team. In 1 981 the tennis courts on the Westminster campus were named In his honor. For 15 years after retiring at Western Maryland in 1965, Mr. Hurt published books and magazine articles about local history from his boyhood home in Ferrum.

He taught political science briefly at Ferrum Junior College and headed the department there until his second retirement in 1970. Mr. Hurt is survived by his wife of nearly 50 years, the former Mary Ann Wescott; and a sister, Mary H. Whitehead of Ferrum. A memorial service will be scheduled at Western Maryland College in the spring.

Genevieve Kemper Elementary teacher Genevieve Haile Kemper, who taught for many years at Sparks Elementary School in Baltimore County, died of cancer Feb. 24 at Stella Maris Hospice. She was 77. Born in Towson and educated in the county schools, Mrs. Kemper was a 1941 graduate of what now is Towson State University and received a master's degree from the University of Maryland in 1954.

She taught in the Baltimore County school system, and in Florida and Virginia after her 1956 marriage to William A. Kemper, a U.S. government physicist. She later returned to Baltimore County and resumed teaching at the Sparks school. Following her retirement in 1975, Mrs.

Kemper remained active with the Maryland Ornithological Society, the Mountain Club of Maryland and the Baltimore County Historical Society. Surviving, in addition to her former husband, are two brothers, Elmer Rathbun Haile Jr. of Hydes and Walter Reckord Halle of Towson; three sisters, Margaret Emory Halle and Barbara Haile Chllcoat, both of Towson, and Evelyn Haile Price of Corvallis, and numerous nieces and nephews. Services were held Thursday, with burial at the historic Jessops Methodist Church cemetery. The family suggested donations to the 179-year-old Jessops church where services are held twice a year in care of the Epworth United Methodist Church, 600 Warren Road, Cockeysvllle 21030.

For more than two decades, Mr. Arbaugh worked as an account executive at Johnson Controls a heating and air conditioning company in Sparks. The Baltimore native graduated from the Polytechnic Institute in 1960. He then served several years in the U.S. Air Force.

He graduated in 1976 from the Johns Hopkins University, earning a bachelor's degree in engineering. He was a member of the American Society of Heating, Refrigerating and Air Conditioning Engineers, the Instrument Society of America and a charitable service organization, Saints and Sinners. He is survived by a son, Kenneth Arbaugh of Perry Hall; a sister. Dar-lene Miller of Elllcott City; and a brother, Charles Arbaugh of Cockeysvllle. Josephine Gross Nightclub singer A Mass of Christian burial for Josephine Gross, who had been a Baltimore nightclub singer, will be offered at 10:30 a.m. Saturday at Immaculate Conception Roman Catholic Church, Bosley and Ware avenues, Towson. The Salisbury resident died of heart and circulatory illness Feb. 18 at Peninsula General Hospital In Salisbury.

She was 65. The former Josephine Fulco performed in Baltimore nightclubs in the 1950s. She was born in Baltimore in 1926 and educated at St. James School. She moved to Towson In 1962 with her husband, Roy Gross, who was a postal clerk.

The couple moved to Las Vegas in 1982, then to Salisbury in 1988. In addition to her husband, survivors include a son, Robert Gross of Towson; her mother, Antoinette Fulco of Baltimore; two sisters, Regina Andollno of HlUendale and Mary Fulco of Baltimore; two brothers, Joseph Fulco of Finksburg and Sam Fulco of Rosedale; two grandchildren; and two great-grandchildren. Held a retired Chesapeake and Potomac Telephone Co. engineer and decorated veteran of World War II, will be held at 7:30 p.m. tomorrow at the Maryland Presbyterian Church, 1 105 Providence Road. Mr. Held, who lived on Providence Road In Towson, died Sunday of leukemia at St.

Joseph Hospital. He was 73. He retired in 1978 after working 42 years for the telephone company. The native of Towson was a 1935 graduate of Towson High School and attended the University of Maryland. During World War II, he served in the Army, first in a Coast Artillery unit in the Aleutians and then in the Army Air Forces as radio operator on a B-24 with 33 missions over Europe.

His decorations Included the Air Medal. He was a charter member and deacon of the Maryland Presbyterian Church. He is survived by his wife of 41 years, the former Helen Taylor; a son, Thomas Held of Catonsville; a daughter, Nancy Held of Towson; a sister, Dorothy H. Reldt of Towson; and two granddaughters.
